Joint meeting of the Public Council under the Ministry of Health in Ukraine: When will finally be launched health care reform?

 

July 30 Kyiv hosted the open meeting of the Public Council under the Ministry of Health in Ukraine. It was attended by charitable foundations, associations and public organizations of Ukraine. The main issue was the lack of reforms in medicine, which the new government speaks so loudly about and which we all expect.

All present expressed willing to unite and together work out a platform, which will start to implement reforms. Currently, began to create committees. Each participant could choose between  two committees for further work. One of them was the main, where representative has the right to vote, the other – advisory. In the meeting of the Public Council from Lviv city charity fund “Sister Delilah” participated Oksana Kulish, the fund director, and Andrey Guley, the lawer.

The main focus of the work are patients’ rights, as for associate membership, the organization will work in the field of international cooperation and medical tourism.

The next meeting of the Public Council under the Ministry of Health in Ukraine will be held a month later. By this time each of the participants have to submit their vision of overcoming problem in implementing the reforms.

 

JOINT MEETING RESOLUTION OF PUBLIC COUNCIL UNDER MOH IN UKRAINE DATED BY 30.07.2015 “ON A CREATION OF UNITED OPEN AND CONSOLIDATED PUBLIC PLATFORM OF IMPLEMENTATION OF REFORMS OF HEALTH IN UKRAINE”

THE PROJECT

Participants of the joint meeting of the Public Council under the Ministry of Health in Ukraine expressed their concern about the pace of reforms and its’ implementation state in Ukraine. Political disputes and opposition of some politicians make it impossible to implement reforms and left people without adequate medical care, worsening the quality of life. Changing of not just the way of financing, but the whole health system,  and key issues such as personnel, maintenance, procurement, education are very painful and urgent.

Representatives of civil society, the Ministry of Health in Ukraine and the committee of Supreme Council of Ukraine on Public Health, having discussed topical issues of the status of implementation of reforms in the health sphere in Ukraine, noted the necessity of consolidation of all participants of the process of health reform and the creation of united open public platform for implementing reforms in health care in Ukraine, namely:

ensuring the participation of representatives of the Public Council under the Ministry of Health in Ukraine, occupational-expert and professional community in reforming the health care system in Ukraine through public discussion of individual components reforms;

preparation and public discussion of proposals for amendments of legal acts concerning the health system in Ukraine (MOH, CMU, laws of Ukraine, etc.);

mutual responsibility of public authorities (legislative and executive) in the implementation of reforms in the health sector of Ukraine.

Participants of the open meeting of the Public Council under the Ministry of Health in Ukraine declared its readiness for active and systematic cooperation in the process of interaction between the Ministry of Health of Ukraine, The Supreme Council of Ukraine, the Cabinet of Ministers of Ukraine, local authorities and the public.

We urge everyone to a constructive dialogue and concrete steps for decisive implementation of effective models of health care in Ukraine, formation of strong local government, ensuring of the quality of life of citizens of Ukraine.
