The Program of Medical Guarantees (MPG) vs. National Health Service and Transplatation

Recently, the National Health Service of Ukraine (NHSU) presented to the public and patient organizations a public report for 2 years of activity and told about further steps for the development of the health care system of Ukraine.
Key points to note:
️In 2024, transplantation will be included in the Program of Medical Guarantees (MPG) and will be financed by the National Health Service.
By 2025, all health care institutions under the National Academy of Medical Sciences of Ukraine (NAMS of Ukraine) will be subordinated to the National Health Service.
The package “orphan diseases” can be created only after the Ministry of Health of Ukraine calculates the cost of the tariff for orphan diseases.
The tariff for the PMG palliative care package for 2024 has not been reduced, but the tariff calculation procedure has been changed, namely:
1) inpatient palliative medical care for adults and children – payment for each individual day of hospitalization.
2) mobile palliative medical care for adults and children – payment at the basic capitation rate for the service of one patient.
In order to receive free palliative services, it is necessary to apply for an electronic referral to the family doctor with whom the patient made a declaration, or to the attending physician. After that, the patient can receive free care in any hospital that has signed an agreement with the NHSU on the provision of a palliative package of services.
In the event that the health care institution demands funds from the patient for the provision of services guaranteed by the medical guarantee program, the patient can apply to the NHSU with a complaint:

The “Department of Work with Patient Complaints” was established in the National Health Service. In 2023, NHSU returned to patients –  90,512.54 UAH.
There is a legal department at the NSHU, which, thanks to the legal support of the NSHU’s activities, returned46,756,225.66 UAH to the State Budget in 2023.
