Citizens who have any pathological conditions which have led to severe persistent disorders of vital organs and systems: lungs, cardiovascular system are exempted from passing external independing testing for entering in higher education institutions.

It is presumed by the current Order of Ministry of Education and Science in Ukraine, Ministry of Health in Ukraine of 25.02.2008 p. №124 / 95 “On approving the list of diseases that may impede the passage of EIT by citizens”, according to which citizens, suffering from pulmonary hypertension are exempted from passing external independing testing for admission in higher education institutions.

However,  this information isn’t publicized in health care institutions and reported to citizens, who suffer from pulmonary hypertension and want to enter into higher education institutions. The disease should not be the reason to isolate person from society, the one should not be an outsider among others, having the same right to education.

We have faced with the fact that in health care institutions officials either don’t talk about it, or deny it, recalling the Order of Ministry of Education and Science in Ukraine, Ministry of Health in Ukraine of 21.05. 2010 №470 / 423, by which, supposedly, the Order of Ministry of Education and Science in Ukraine, Ministry of Health in Ukraine of 25.02.2008 p. №124 / 95 is abolished.

In fact, the Order of  Ministry of Education and Science in Ukraine, Ministry of Health in Ukraine of 21.05.2010 year №470 / 423 was not registered in the Ministry of Justice of Ukraine, in this regard, THE ORDER OF THE MINISTRY OF EDUCATION AND SCIENCE IN UKRAINE, MINISTRY OF HEALTH IN UKRAINE OF 25.02.2008 №124 / 95  “ON APPROVING THE LIST OF DISEASES THAT MAY IMPEDE THE PASSAGE OF EIT BY CITIZENS” IS THE ONE THAT IS APPLICABLE.

We appeal to all citizens who have any pathological conditions, that have led to severe persistent disorders of vital organs and systems: lungs and cardiovascular system: “YOU ARE EXEMPTED FROM PASSING EIT FOR ADMISSION IN HIGHER EDUCATION INSTITUTIONS. YOU ARE ALLOWED TO ASK FOR CERTIFICATION ON CONFIRMING AN EXISTING OF DISEASE THAT MAY IMPEDE THE PASSAGE OF EIT IN ANY HEALTH CARE INSTITUTION, WHERE YOU ARE REGISTERED. YOU SHOULD APPLY THIS CERTIFICATE ALONG WITH OTHER REQUIRED DOCUMENTS TO INSTITUTION OF HIGHER EDUCATION, WHICH YOU ARE PLANNING TO ENTER INTO without passing an EIT.”
