The passport of the budget program «Provision of medical measures of separate state programs and complex measures of program character» for 2020, according to which in Ukraine the treatment of patients with rare (orphan) diseases, including patients with pulmonary arterial hypertension (PAH) has not been approved yet.
This is evidenced by the identical letters of the Ministry of Health of Ukraine dated 09.04.2020, dated 19.04.2020, received by us in response to the petitions of the People’s Deputies of Ukraine Olga Stefanyshyna, Oleksandra Ustinova.
The Ministry of Health of Ukraine within 30 days after the entry into force of the Law of Ukraine “On the State Budget of Ukraine for 2020” had to submit to the Ministry of Finance a draft Passport of the budget program (item 3 of the Rules for drawing up passports of budget programs and reports on their implementation). The Law of Ukraine “On the State Budget of Ukraine for 2020” came into force on January 1, 2020.
Due to the inactivity of the Ministry of Health of Ukraine, thousands of Orphan patients are waiting for a break in treatment, because the remnants of medicines for 2019 are coming to an end, and the purchase of medicines for 2020 is not possible without the approval of the Budget Program Passport.

We refuse to believe that these are the deadliest steps in the new leadership of the Ministry of Health of Ukraine.
