STATE MEDICINE: HOPE FOR SALVATION
October 21 in the exhibition center “KyivExpoPlaza” within Scientific-practical conference with international participation of “Health Organization and Management 2015” a seminar “State medicine: Reality of practice” was held, during which urgent issues of autonomization of medical institutions and public-private partnerships (PPP) in the context of health reform, new licensing terms for medical practice, development technology of successful relationship between public health agencies and insurance companies, and other important issues were discussed.
Nowadays, the hospitals as public institutions are exhausted due to financial and organizational dependence. Thanks autonomization they will be more effective, gaining economic liberty and competing for doctors and patients. First of all, hospitals should be transformed into enterprise. According to the drafts, proposed by Cabinet of Ministers, the local councils will decide whether they are commercial or non-commercial. Hospitals as legal entities will independently manage their budgets, financial plans and options for further development. The transition from funding of “beds” into financing of health services involves contracting between local government and hospitals to provide such services.
Аutonomization carries numerous advantages for:
– Hospitals (freedom of the resources, the possibility of additional funding and conducting independent personnel policy);
– Doctor (cancellation of “feudalism”, the ability to obtain legal income, safety and security);
– Patient (freedom to choose doctor and institution, receiving quality care for transparent price, provided by reasoned doctor).
