The main problem is citizens ignorance and prejudices to transplantation. Thus, Russia adopted a presumption of consent, when the relatives consent isn’t required for taking organs. Mostly it was a necessary measure as Russia’s population are mostly opposed to deceased donation. There is a popular phrase “to disassemble on organs”, yellow press creates a twisted view of deceased donation, as allegedly organs are taken from living people.
