Dear friends, the topic of organs (heart, lung) transplantation from deceased donor in Ukraine again became publicized, but for how long?

The Verkhovna Rada of Ukraine supported at the first stage the bill 2386-1 “On transplantation of organs,” which provides a presumption of disagreement.

We are totally “FOR” legislative innovations, but at this moment already thousands of Ukrainians  need immediate organ (heart, lung) transplants from deceased donor.

The current Law of Ukraine “On transplantation of organs” (1999) allows all phases of transplantation of deceased donor. Doctors receive consent for organ removal from the relatives of deceased person without this legislative updates. The organization of cadaveric transplantation is blocked by the Department of Health of Ukraine, which should provide the donor registry, so-called waiting list. Financiers of DOH veto the lists of patients, whom these organs are vital for.

It is important to consider the arguments of professionals in the field of cadaveric transplantation and lead processes of legislation updating in parallel with the transplantation of organs from cadaveric donor.

There is no alternative as patients of Ukraine are denied in access to transplantation in European clinics because of improper fulfillment of financial obligations by  Ukraine – the state delays the payment of treatment abroad.

As the only salvation in today’s conditions, DOH provides organ transplantation in India, clinic «Fortis». Is there any KNOWN POSITIVE case of organ (lung, heart) transplantation in the clinic «Fortis» in India ?

29 March we have appealed to the DOH to provide information about the clinic «Fortis» having a license for a heart and lung transplantation and results of treatment of Ukrainian patients in there. However, we still haven’t received the response, which makes us doubt in legal conformity of transplantation in India.

Hence, we have many questions to the DOH of Ukraine:

– What steps are made to establish connections with clinics in Europe?

– why the  processes of cadaveric transplantation organization in Ukraine are blocked regardless of legislative updates?
