Since July The Foundation of “Sister Delilah” started an action at Lviv Regional Council (hereinafter – LRC), which is associated with the regional target program “Medical Care Improvement Program for patients with pulmonary hypertension in the Lviv region in 2015-2017 years” (hereinafter – Program), which will pass LRC coordination committee on Budget and socio-economic development and municipal (hereinafter – the budget committee) and approval LRC session by MPs voting, which is be held in September 2015.

The action is based on placing on the 1st floor of LRC banner with information about pulmonary hypertension, costs for treatment of 1 patient per month (40 – 120 thousand. UAH.) and a year (480 thousand. UAH.), the life expectancy of the patient without treatment (3 years).

The action is aimed at informing the deputies, officials of LRC and LRSA (Lviv Regional State Administration), that every patient with pulmonary hypertension in the Lviv region has a vital need in approving the program, as the treatment is expensive and the patients are unable to provide themselves with it, while without any treatment, as specified in the relevant banner, a person who suffers from this disease can live up to 3 years.

The impetus for the action was the delay and inaction of Health Care Department (hereinafter: HCD) of LRSA in developing this program for half a year. In September 2015 the Program should fall into consideration and approval of LRC session and before that, get the approval of the budget committee.

During this time 2 patients have already passed away.

We remind you, that 07/15/2015 a meeting of the Budget Committee has been held, at the end of which the Program, which had been sent from HCD of LRSA on the same day, was given into consideration. During it, Holdun A.B., the representative of HCD of LRSA, made a speech, while which he was unable to bring officials qualified information on the Program, as he hadn’t deal with it before. The leader of “Sister Delilah”, A. Kulish, made a speech as well and provided all the available information about the disease, making an accent on the financial inability of each patient in the Lviv region to provide itself with drugs, and as a result they simply don’t receive treatment and the disease progresses day by day.

MPs, who participated in the meeting of Commettee, have imbued with this issue and named their recommendations to representative of HCD of LRSA to be made in the program, namely:

1. The calculation of the treatment cost for the last half of 2015.

2. Calculation of the years 2016-2017 with clarification in front of  treatment cost, saying: “Given the capabilities of the regional budget.”

This banner will be continuously posted till November 2015, that is, the information, placed on it, will be an everyday reminder to MPs,  LRC and LRSA officials of  need for rapid approval of the budget committee and approval of the Program by LRC session, as “LIFE OF PATIENT WITH PULMONARY HYPERTENSION DEPENDS ON LRSA HEADSHIP AND VOTES OF LRC MPs”.
