LVIV DEPARTMENT OF HEALTH REJECTED A PATIENT WHO URGENTLY REQUIRES HEART AND LUNGS COMPLEX TRANSPLANTATION

Julia Kaviy (a single mother of 5 children) needs a portable oxygen concentrator to receive oxygen on
board of an airplane while flying to Indian hospital for heart-lung complex transplantation.
The Ministry of Health decided to pay for the transplantation surgery for Julia Kaviy – $ 147,000.
LCCF “Sister Dalila” appealed to the head of the Lviv Regional State Administration:
– to consider the possibility of helping Kaviy Julia Petrivna to purchase a portable oxygen

This written request was sent to the Department of Health of LRSA  to provide suggestions on how to
handle Julia’s oxygen concentrator issue.
THE DEPARTMENT “IMPRESSED” US BY PROVIDING THE ANSWER THAT SHOWS THE ABSENSE OF
DESIRE EVEN TO READ THE CONTENT OF THE APPEAL:
– PORTABLE OXYGEN CONCENTRATOR IS REQUIRED FOR AIRPLANE, NOT FOR HOME USAGE.
TO THE DEPARTMENT – JULIA HAS A STATIONARY OXYGEN CONCENTRATOR FOR HOME USAGE.
ITS CYNICAL TO WRITE ABOUT IMPROVING JULIA’S CONDITION, WHEN SHE CAN NOT GET TO THE
REGIONAL CLINICAL CENTER BY HERSELF, AND DISASTER MEDICINE DID NOT WANT TO FETCH A PATIENT WHO NEEDS TRANSPLANTATION.
