Ukraine Parliamentary Commissioner for Human Rights opened the proceedings on violation of the right to free provision of medicines of orphan disabled child Alina Didusenko, born 06/11/2000, as evidenced by a letter of response from 04/14/2016 №2 / 7-262239.16 / 26-145.
The letter reads that Ukraine Parliamentary Commissioner for Human Rights sent a request to the Department of Health of Ukraine to take all possible measures to protect the rights of Alina Didusenko to free provision of medicines.
DOH of Ukraine previously hadn’t taken any actions to protect the Alina’s rights. First of all, they hadn’t appealed to Kyiv State Administration demanding to speed up governor signing the draft program “Health”, which includes the issue of medicines provision for Alina.
We inform you, that the letter from DOH Ukraine dated 01/18/2016 №04.01.17-D-1/50-16/998 reads that Kyiv Regional State Administration DOH developed a draft program “Health” and estimated term of the procurement procedure is March 2016.
However, it’s already the end of April 2016. The life of the orphan is in danger as she is running out of medicines and the draft program “Health” hasn’t yet been signed by the Governor. Signing lasts for more than 2 months!!! Shame ON inactive officials of the Kyiv Regional State Administration!!!
Hopefully the DOH of Ukraine will use all possible measures to respond on Kyiv Regional Administration for speeding up procedures for review and approval of the draft program “Health” and won’t make up any excuses. After all, we’re talking about the CHILD’S LIFE.
In case of DOH’s inaction, we will require the Parliamentary Commissioner for Human Rights to address a petition – Act to the DOH of Ukraine to take the appropriate measures within one month to eliminate the violations of the right of the minor orphan Alina Didusenko to free provision of medicines or we will take it to the court!!!
