On April 6, 2016 our representative managed to get in Finance Department of Kyiv Regional State Administration, for the appointment to the Department deputy director on information about the draft program “Health”, including the issue of providing an orphan disabled child Alina Didusenko, born in 2000, with treatment for 2016 in the amount of 1.700 millon UAH. However, the Deputy was absent, so the Head of one of the Department offices, Ms. Tetiana, who also considers health programs, was trying to answer all questions.

Primarily we asked whether the Draft program “Health” is already approved by Finance Department? The answer was “yes, it is”, but it is already the second approval, as the first was back in January 2016

Does approval of the Draft depends on FINANCIAL REPORT 2015? Originally, Ms. Tetiana replied it doesn’t, as treament of A.Didusenko should be paid by co-financing way: a balance subvention of 2015 (1,000 million UAH) plus regional budget (700 thousand UAH). If it had been only subvention, the approval would definitely depend on financial report.

However, when our representative began to dig deeper, Ms.Tetyana got lost and started to assure that WITHOUT THE OFFICIALS APPROVAL OF ‘FINANCIAL REPORT-2015 “,  THE DRAFT PROGRAM “HEALTH” CAN’T BE CONSIDERED IN ANY CASE. HENCE, THE OFFICIALS OF KYIV REGIONAL STATE ADMINISTRATION ARE THE ONE, BLAMED FOR GOVERNOR NOT SIGNING THE “HEALTH”.

Ms. Tetiana couldn’t say anything on whether the draft program has already been signed by the governor and  transferred to the Kiev regional council. She only directed us to the DOH. This is how the conversation was ended.

But we didn’t stop and found the Kyiv RSA reception of the governor, hoping that we will finally get the chance to talk with him. The governor was celebrating a birthday and was busy taking gifts so “LET ALL KYIV REGION WAIT. LET THE CHILD DIE!!! “.

We managed to talk to the governor assistant, who directed us to the apparatus, where they looked for “traces” of the Draft Program very long and then said that it hasn’t been signed yet, BUT IS ALREADY ON PROCEDURE FOR SIGNING (UNCERTAIN).

Our representative decided to write A REQUEST TO THE GOVERNOR OF PROGRAMS COPIES OR INFORMATION ON ITS STATUS. After some time, the request was registered.

GOD DOESN’T LEAVE THE ORPHAN. THAT’S WHY SHE’S STILL ALIVE!!! HOWEVER, IT SEEMS THAT THE POTENTIAL “KILLERS” IN THE MASKS OF OFFICIALS ARE COUNTING ON HER DEATH, DOESN’T PUTTING ANY EFFORT TO APPROVE THE PROGRAM “HEALTH” TO SAVE HER!!!
